What is RTI?

The Right to Information (RTI) Act, 2005 is a landmark legislation enacted by the Government of India to promote transparency, accountability, and good governance in public authorities. The Act empowers every citizen to seek information from government departments and public authorities, thereby strengthening democracy and reducing corruption.

Under the RTI Act, every public authority is legally bound to provide the requested information within 30 days of receiving the application, subject to the provisions and exemptions specified in the Act.

Citizens' Rights under the RTI Act

Every Indian citizen has the right to:

  • Obtain information held by or under the control of a public authority.
  • Inspect government records, documents, and files.
  • Obtain certified copies of documents or records.
  • Take notes, extracts, or certified copies of official records.
  • Obtain certified samples of materials.
  • Seek information regarding government policies, decisions, expenditure, and implementation of schemes.

Objectives of the RTI Act

The primary objectives of the Right to Information Act are:

  • To empower citizens.
  • To promote transparency in the functioning of public authorities.
  • To ensure accountability in government administration.
  • To curb corruption.
  • To strengthen democratic governance.
  • To enable citizens to participate effectively in public administration.

Constitutional Significance

Although the Right to Information is not expressly mentioned in the Constitution of India, the Hon'ble Supreme Court has consistently held that the "Right to Know" is an integral part of Article 19(1)(a) – Right to Freedom of Speech and Expression and Article 21 – Right to Life and Personal Liberty.

How to File an RTI Application

Draft Your Application

Write your RTI application clearly stating the specific information you need. Applications can be in English, Gujarati or Hindi.

Pay the Application Fee

Attach a Demand Draft / Postal Order of ₹10 payable to the Principal, Government Polytechnic Palanpur, or pay in cash at the institute office.

Submit to the PIO

Address the application to the Public Information Officer (Principal I/C), Government Polytechnic Palanpur — 385001. You may submit in person, by post, or via the Gujarat RTI online portal.

Receive Response

The PIO will respond within 30 days of receipt. For information concerning life or liberty the response must be furnished within 48 hours.

Exemptions under Section 8 of the RTI Act

Certain categories of information are exempt from disclosure under Section 8 of the RTI Act, 2005 — including information that would prejudicially affect national security, trade secrets, personal privacy (where no public interest is involved), and information received in confidence from foreign governments. Requests for such information will be declined with written reasons.
